Independent Review of Ghana’s National Informal Mining Strategy

This independent review of the Multilateral Mining Integrated Project (MMIP) for the Ministry of Lands and Natural Resources centred on the challenges and opportunities presented by artisanal and small-scale mining (ASM) in Ghana. Ghana’s ASM sector provides direct employment for approximately 1 million people, supporting approximately 4.5 million more in related industries.

As one of Ghana’s most important livelihood activities, reforming the governance, regulation and management of ASM requires a robust platform for change. To assist the Ministry in the finalization and implementation of the MMIP, Square Circle’s review offered recommendations on strategies and goals for ASM in Ghana; the safeguarding of vulnerable peoples within a rights-based framework; integration with global best practice frameworks and standards; and incorporation of an independent and iterative monitoring and evaluation mechanism.

Given the significant risks that the project poses to the human rights of vulnerable groups, there is a need to more systematically integrate a rights-based approach throughout the project architecture.
