Joy is a MEL Specialist and Facilitator at Square Circle.
Joy is an experienced international development consultant based in Papua New Guinea, with an extensive background in monitoring, evaluation and learning. Joy’s work as a MEL specialist has spanned public and private sectors, including work for the United Nations, international NGOs, development managing contractors and the Government of PNG.
Joy’s approach to MEL and capacity building is underpinned by a commitment to innovation and participation, using data analysis and visualisation to drive inclusive social impact that is delivered to participants from varied backgrounds. Joy has deep experience facilitating MEL workshops and short courses for participants across the PNG public service, including the Law and Justice, Education, Sustainable Development, and Emergency Preparedness sectors. Her passion for building capacity stems from her extensive practical experience, coupled with comprehensive qualifications in developing MEL frameworks, systems, tools, and templates, as well as data collection, analysis, interpretation, and presentation. Joy served as the MEL Manager for the Public Sector Leadership and Reform Partnership under the Papua New Guinea—Australia Governance Partnership. Throughout her work, Joy places an ongoing emphasis on inclusive MEL practices, including experience building capacity for local women’s organisations in PNG.
Prior to joining Square Circle, Joy worked across diverse industries as a MEL thought leader and practitioner, including as a Panel Advisor for the Pacific Women Panel of MEL Advisors and as a MEL and Emergency Preparedness Manager for Care International PNG.
Joy has a master’s degree in development from Divine World University in Papua New Guinea and a Bachelor of Science from the University of Papua New Guinea.
